Consultation – Marine Recovery Fund

Defra is consulting on the Marine Recovery Fund (MRF). They are asking for your views on how this will function.

What is the Marine Recovery Fund (MRF)?

The Marine Recovery Fund is a proposed voluntary mechanism to pay into strategic compensatory measures (SCMs) for adverse environmental impacts on protected sites. This will be a mechanism for organisations that are taking on offshore wind activities (e.g. developers or plan promoters). The MRF will be of use to relevant offshore wind activity across England, Wales and Northern Ireland

The aim of the MRF is to speed up relevant decision-making processes for offshore wind activities whilst also delivering more effective strategic measures of compensation. This consultation focuses on the MRF that will be established by the Defra Secretary of State – however, The Energy Act 2023[1] allows for the creation of more than one MRF.

Defra is seeking your views on the development of this Marine Recovery Fund and how it will function. They are seeking your views on:

  • the application process
  • the costs and charges
  • how it will deliver compensatory measures

Your consultation responses will be used to finalise the design of the MRF.
